I guess this will give me a perspective on the whole Dry Heat thing.

I saw that it is 99 degrees today, but with a dew point of 21, and relative humidity of 6%. I have never experienced anything like this. Does it feel hot, or just comfortably warm?

It would feel viciously hot to me. Be it dry or humid 99F is horrendous for me, though 99F with humidity is a lot worse than 99F without humidity.

I'm not sure if comfortable would be the word, but it'd be better than a humid 99 F. Last year it was 99 F with a heat index of 112 F here. Far more stifling than a dry heat.

I was in San Fransico one time when the temp hit 94F but the dew point was so low it actually felt comfortable outside. Inside was a different story.
