These are the 2 lowest ones I could find in the lower 48. I'm sure there are gloomier places but just no data for them. Anywhere along the Washington coast is gonna be pretty dire like Aberdeen for instance I imagine is pretty similar to Forks.

Certainly I do know wich are the wettest&driest, but that doesn't translate into the gloomiest/sunniest pound by pound though.

Wettest country: Colombia - 3240mm national average
Driest country: Egypt - 51mm national average

Coastal PNW does look to be the grayest area in lower 48. Aleutians and SE Alaska are tops in US.

Also Colombia has the cloudiest inhabited towns in the world, only uninhabited subarctic/arctic islands are cloudier.

Japan isn't particularly gloomy overall, although there are definitely parts of the country that are more sparsely populated and very cloudy
