I can vouch for Dunedin's gloominess, although it is part of it's special character. If it had decent weather, it could be NZ's surf capital. Max temp was 19C/66F yesterday.

The 1981-2010 figure is 1679 hours
Dunedin is not in the major city category, it's just added as a reference as it's the largest Southern Hemisphere city in the cool-temperate maritime climate zone

Not unsurprisingly, the city is too small to qualify as a major city, but it is definitely worth mentioning. I'm sure that if the Ferengi are ever going to conquer Earth, this is where they'll set up base...

The gloominess doesn't seem so bad away from the summer months, as the annual % possible of 40 comes with a low for December of about 37%, though Feb. is about 42%. Spring and autumn, for whatever seasonal meaning is realistic, are probably the pleasantest.

Those are hardly "major cities" but I suppose they could be added to the category of unranked regional centres.

Expanded the list to a top-20.

X) Xxxxx, YYYY hours = Major city, metropolitan area > 500.000 inhabitants
*) Xxxxx, Yyyy hours = Regional centre, > 100.000 inhabitants or regional centre, >5000 inhabitants, largest or capital city of remote region, or no larger towns within 300 kilometres. Unranked as these are not major cities.

It would make the list look like this:

*) Torshavn, 884 hours
*) Akureyri, 1043 hours
1) Chongqing, 1055 hours
*) Lerwick, 1066 hours
2) Chengdu, 1073 hours
*) Kirkwall, 1140 hours
3) Guiyang, 1150 hours
*) Derry, 1179 hours
*) Bergen, 1180 hours
*) Keelung, 1217 hours

*) Stornoway, 1218 hours

4) Leeds-Bradford, 1228 hours

*) Prince Rupert, 1229 hours
5) Glasgow, 1239 hours
*) Tromso, 1265 hours
*) Reykjavik, 1268 hours

*) Quibdo, 1276 hours
*) Murmansk, 1291 hours
6) Belfast, 1313 hours
*) York, 1316 hours
*) Trondheim, 1346 hours

*) Nuuk, 1369 hours
7) Dortmund, 1370 hours
8) Newcastle, 1375 hours
9) Bielsko-Biała, 1377 hours
*) Paderborn, 1387 hours
10) Manchester, 1394 hours
11) Birmingham, 1395 hours
12) Taipei, 1405 hours
*) Aberdeen, 1409 hours
13) Edinburgh, 1411 hours
*) Cork, 1423 hours
14) Lima, 1424 hours
15) Liverpool, 1442 hours
16) Essen, 1459 hours
17) Kraków, 1469 hours

*) Coventry, 1473 hours
18) Dublin; 1477 hours
*) Juneau, 1500 hours
19) Hannover, 1501 hours
20) Cologne, 1504 hours

*) Iqaluit, 1506 hours
*) Saint John's, 1512 hours

-Hamburg; 1560 hours
-Warsaw; 1570 hours
-London; 1600 hours

Stanley is too small, and Wick isn't a regional capital, and not remote enough for inclusion. The other three are added

Dunedin had 1679 hours in the period 1981 -2010. 1585 hours would have been the previous period.

Is Dundee Scotland's sunniest city?

RAF Leuchars, between Saint Andrews and Dundee is. Of all the major towns and cities in Scotland, Dundee is indeed the sunniest.
