You'd assume a lot of Arab cities would comfortably make the list, but it's hard to find verifiable stats for a lot of them.

Trying to find the sunniest places in argentina, i stumble upon a data of more than 3000 sunshine hours for San Juan, too. It could be, why not? I know people from San Juan that live here and they say its always sunny there ahd MUCH sunnier than BA. 2800 doesnt sound MUCH sunnier than BA, while 3000+do. Maybe Mendoza is sunnier too.

Check out the educaplus (or similar name) site I have often used on this forum - can't get to it myself as am not at home computer. I remain sceptical about San Juan until I see its version.

Unfortunately, educaplus doesn't have the data for San Juan.
And the 2589 hrs for Mendoza I took from that very same website.

There is also this source, but I don't think you'll find it any more credible: Tulear Climate Guide, Madagascar | World Climate Guide

However, it is well in line with other climates in Madagascar and Southeast Africa. Given the strong rain shadow effect and the influence of the Mascarene high it doesn't seem too far fetched.

According to this source in Spanish at San Juan's annual rainfall is 95 mm year and hours of daily sunshine 8.8.

In San Juan airport 76 mm of annual precipitation and 9.2 hours of sunshine daily.

daylight hours are expressed as effective heliophany HEF
