Lhasa hands down. Funny thing is, it would probably be easier to breathe in Lhasa even with the high elevation. Chongqing really does have the worst climate of any large city on Earth, it might as well be built underground.

Recently released data shows the annual sunshine hours have even dropped to 950 for the 1991~2010 period.

Lhasa for being sunnier and drier. Even though its winters are bit too cool and summers too wet.

Chongqing has one of the worst climates in the world.

950! That makes here look positively bathed in sunlight. Is that down to increased smog or just climate change? To be honest, Chongqing was so cloudy in the winter to begin with that I doubt reducing/increasing pollution would make much difference, it would be summer where you could lose some more. As its the rainy season which washes away pollution I suspect its warming making even more cloud.

950 hours. I'm surprised the whole city isn't coming down with rickets.
