For 40N, out of that list, I'd choose Beijing.

For 45N, out of that list, I'd choose Harbin, with Montreal a close second.

I don't usually agree with you on climate preference but...
I'll go with Madrid and Bordeaux as well.
Though Montreal would be close as my choice for 45 N,
