Which climate at the 53rd parallel would you choose?
Seeing as Happy Valley-Goose Bay is close to my climatic hell.. I'd have to go with Punta Arenas on this one with it being the much lesser of the two evils.
I'll vote for Punta Arenas, in such cold climates I prefer less extreme cold to the wild seasonal swings in Happy Valley-Goose Bay. The good precipitation and snowfall is tempting, but not worth the long, frigid winters in my view.
Neither climate is anything to write home about. Punta Arenas has the advantage over Happy Valley/Goose Bay in that you don't have to shovel as much snow out of your driveway or off your sidewalks as you would in Goose during the winter. Also, I would imagine, P.A. has rather fewer mosquitos in high summer, such of it that exists there. OTOH, Goose Bay actually tries to have a summer and temperatures of 80 degrees (26.8) are expected at least once or a few times during the season.
Something to consider when deciding which is the less obnoxious of two climatic lemons is the amount of ultraviolet radiation each place gets. The "Ozone hole" over Antarctica, after shrinking for some years, is now as extensive as it has ever been and the southern tip of South America now gets the full brunt of the sun's UV output. There is virtually no protection other than clouds and they don't do much. For those who are unusually sensitive to such radiation, Punta Arenas is one to cross off the bucket list.
