Eureka has more rainfall than La Paz. So chose Eureka

I'll choose Eureka for its drier and warmer summers with longer days.



Also it has a cooler name, though Peace isn't bad.

La Paz because it has more common frost and more snow (considering El Alto). If you consider proper La Paz (at 3,400 m of altitute instead of 4,000) Eureka wins for me.
