I meant sleet is rain & snow mixed which doesn't settle just wets the ground.

Because sleet here is rain and snowing falling at the same time. I'm not sure why that is so hard to understand?

First you said sleet was a mix of rain and snow, then you said it was ice pellets. Rain/snow and ice pellets are two separate things.

To answer the original question about sleet in Toronto July?

No.
Sleet stops at the US/Canadian border and doesn't cross the Atlantic
because this word doesn't exist in Canadian English.
