Well obviously. But the average person/tourist in London spends a lot of time getting around on the tube, the point I am making is that if you wear a coat in London in the summer & go on the tube you will be sweating like Adele in a cake shop...

Have you actually ever been to London? The average in July/August is 24C, it is often much warmer than that, 30C is breached every year, often it will get to at least 33C. I suggest you try & hop on the tube wearing your cagoule in August & say it isn't warm...

Average low here last July was 63 F and there was no way I needed a jacket. I was often working outside well into the evening or early in the morning (7AM) and nobody here was wearing a jacket. It's only "cool" for a few hours at most.
After a low of 57 F, it was already 70 F before 9AM. It didn't drop below 70 F until 9PM. The next day had a low of 64 F, but that was only for a couple hours in the middle of the night. It was in the 70s by 8AM.
Your climate is not nearly as warm as Philadelphia.

If its 23C outside the tube won't be that hot. Only during heatwaves it gets really hot on the tube. And also depends on what tube line your on...

75F is the average high in London during July/August... And it is frequently much warmer than that too & shock horror, quite often sunny as well...
And just as frequently cooler as well then. Average temp give a representation of the range of temps. The avg high isn't 75 in July/August. It is around 74.3 F in July, 73.8 in August, 69.8F in June, and 67.8F in September. These are the 1981-2010 averages for Greater London Heathrow. Weather and climate change - Met Office
I've been to the UK and speak from experience. The summers in London can indeed be quite pleasant, but not all the time. I've never been as hot in London as I was in June one year in Toronto. On the other hand, I nearly froze to death in Toronto one year in February, and never, ever felt that way in London.

Thank you someone actually said that! I'll say Summers in London range between 19C to 27C very easily. The further away from that range the less likely.
