I think that is just due to the fact that mecca is situated close to the red sea while Riyadh is completely land locked in the middle of the desert. The higher humidity caused by how close it is to the red sea also prevents (even) more extreme temperatures.

Yes, you may be right! I think if we consider the cooling effects of the elevation, Riyadh must be the hottest large city and capital city in the world during the height of the summer, from June to September. Because, if Riyadh was near the sea level, the averages highs for July and August would certainly be close around 49-50 ºC, which would be a world record, at least for such a large city.
