15-20C: long sleave shirt
10-15C: put on a sweather
5-10C: light jacket (no lining) on top of my sweather, especially if it's raining
-5 to 5C: replace the light jacket with my leather jacket, which has some lining
<-5C: replace my leather jacket with my winter coat, I walk at a brisk pace so I'll put on a hat (around 0C) before a winter coat. My winter coat is no arctic parka but it's good down to the coldest weather I get here on a semi-frequent basis which is around -15C.
I need to edit my answer. The temperature has been from 8F to 0F here and wind chill from -6 to -15 and still I'm wearing just a jacket with a thick top or two or sweaters. I just try to avoid wearing big winter coats if I can help it. You can get as warm layering up.
I usually will wear my winter coat as soon as the temperature drops to below 14C, though of course it depends how windy it is, if it's sunny or raining too. I could be comfortable on a 12C sunny spring day just wearing a sweatshirt for example or it could be 14C but wet & windy so I'd have to wear a coat...
I've been wearing my "cool season" coat on top of a hooded sweatshirt this past week (days generally below -6 C and windchills often around -17 C) and it's done wonders. No need for an annoying bulky winter coat.
Today i will be taking my winter coat off its 5c and it feels like damp air has just flown in from the carribean.
I only wore it once or twice during heavy snowfall. I haven't touched it recently, and it will be confined to the wardrobe for another year most likely.
