I will pick the city I live in. Novosibirsk has around the same sunshine as winnipeg, don't know where that figure on wiki came from as it isn't even cited.
Another factor in my vote is that Winnipeg some warm above 0 January days while Novosibirsk is more prone to cold spells. Go on wunderground and compare the January monthly for the two locations.
Novosibirsk also doesn't get as high temps in the Summer, while sunshine hours is relatively the same.
UV index is also important to me along with solar angle and both are higher in Winnipeg.
Also Novosibirsk is drier than winnipeg in summer.
Compare the record high and lows for the two, Winnipeg will have warmer ones.
2880 hours of annual sunshine for Novosibirsk? That seems too good to be true. Other cities in the region average between around 2000-2300 hours. Omsk for example has 2200 hours per year. Omsk - Wikipedia, the free encyclopedia
Both are way too cold on average for me, most sources seem to suggest Novosibirsk has around 2100 hours of sunshine versus 2400 hours so that and the slightly warmer average annual temperature in Winnipeg make it a little better imo.
Both climates are pretty brutal. Not much difference between them. Novosibirsk is slightly less continental so I might go with that.
