Summers in Portland, ME are a bit on the muggy side but nothing too bad, winters are cold with plentiful snowfall. Definitely an A-grade climate in my books. I presume they get stormy weather due to their coastal position, they probably get the remnants of hurricanes. Above your 75F criterion though, and I don't think public transport there is particularly good, but with a population of only 66,194, it's probably very walkable. I bet someone on the Maine forum could help you with that.
In the US, you are really stretching your options with regards to mild summers (<75F average maximum), cold, snowy winters, with reliable public transport, as most of these locations will be quite small and isolated. Again, putting this question on some State forums such as Maine, Minnesota, New York, Michigan etc. may yield better answers.
Seattle has highs around 75°F in the summer and not a humid heat, but you'll get little snow and cold just cool drizzle.
