Chicago in March is colder than in November. Same thing with Cincinnati, St Louis, and Duluth. Kansas city is an exception among other cities with a Continental climate.

At the same time; Wichita, Omaha, Oklahoma City, Denver, Amarillo and other interior mountain West/Great Plains cities are colder in November than March.
