Here's one for you cold lovers. Kilpisjärvi is a small village in northwesternmost Finland, and overall probably the coldest. Of all the official FMI weather stations it has the lowest yearly mean, the lowest summer (Jun-Aug) mean, and the only location with only one month above 10C. The summer (24h mean above 10C) lasts for 45 days on average.
The metropolitan area has a population around 100, and a two-lane road was built in 1941. Life changed in 1981 when it was connected to the national electric grid. An urban paradise!

In May a national ice-fishing contest is held, and a humorous skiing contest in midsummer. The snowpack starts to form in early October, and is melted by early June. Some isolated cloudy patches may have some snow year round. The record high in the last 30 years is 26.8C in July (80F) and 26.1C in August. On average, less than a single day records a temperature above 25C, and every month except July have an air frost.
In winter it's not the coldest location in Finland, eastern Lapland is colder, the record low is only -41C (-42F). July has recorded a low of -0.6C (31F). It holds the record of the deepest snowpack though, 190cm (6ft something) in 1997.

Elevation is 500-550m (1640-1800ft). If you don't find Kilpisjärvi cold enough (järvi means lake in Finnish), you'll find the village on the foot of the Saana fell, one of the highest points in Finland, so build a cottage on the summit. Only 1029m (3375ft). I know, not very high, but take that, The Netherlands!

edit: sunshine hours is something like 1100-1200, probably the cloudiest place as well.

E+ no summer and warmest month is wettest. Winter is nice though. Wonder what the records look like.
