I'd pick Sendai for the lower humidity and cooler summers.

The cities are very close together, separated in the middle by mountains. Niigata faces the Sea of Japan, while Sendai faces the Pacific

Both have horrible winters.Way too many snowy days.
I choose Niigata for its warm summer.

So you'd pick snowier winters (practically triple the amount of snow) just for a couple degrees warmer summer even though you said it's too snowy? Interesting this is why I picked these 2 cities which are separated by a sort of narrow mountain range

I'm surprised to see that those places are just as dull in terms of sunshine as Germany.

I pick Sendai for a higher amount of sunshine.

I didnt consider average snowfall inches.Although I hate snow, I picked the snowiest one
I did consider average snowy days which both almost have same average snowy days.
So I revise my choice.
