Washington, D.C. (POR beginning 1871-01-01):
Warmest: 2012 at 66.4/47.2 F (19.1/8.4 C), on par with a normal April
Coldest: 1885 with an average of 34.5F (1.4C), 1.5F colder than a normal January
1981 to 2010 normal: 55.9/37.6 F (13.3/3.1 C)
Pittsburgh (POR beginning 1871-01-01):
Warmest: 2012 at 62.5/40.4 F (17.0/4.7 C), 0.6F warmer than normal for April! April that year was on average 1.1F cooler than March, with of course far less variation
Coldest: 1960 at 34.3/17.7 F (1.3/−8.0 C), 2.4F colder than a normal January. Two <= 0F lows that month, and March record low of −1F on the 9th (tied with the 2nd in 1980 and the 4th in 1943)
1981 to 2010 normal: 49.2/30.0 F (9.6/−1.1 C)
For my city Bremerhaven (records since 1949)
The used longterm average of 1961-1990 is 4.1°C / 39.4°F here and the calculated average between 1949 and 2013 is 4.34°C / 39.81°F.
1.) Coldest March were both in 2013 and in 1969 with a mean of 0.28°C / 32.5°F
2.) March 1958: 0.46°C / 32.83°F
3.) March 1955: 0.62°C / 33.12°F
4.) March 1987: 0.72°C / 33.30°F
5.) March 1964: 0.77°C / 33.39°F
Warmest March ever:
1.) March 1990: 7.79°C / 46.02°F
2.) March 2007: 7.71°C / 45.88°F
3.) March 1989: 7.44°C / 45.39°F
4.) March 1991: 7.43°C / 45.37°F
5.) March 2012: 6.93°C / 44.47°F
As you can see, the period of 1989-1991 had the warmest March months on record here, very interesting facts.

Bear in mind March 1962 was of course followed by the famous winter of 1962-1963...could we about to see a repeat?
