That sounds silly. Anyone with half a brain knows we need all of it or we don't do too well.
Here, sun = hot; rain, or simply mostly cloudy = cold. Indonesians can complain about "cold" (28C, 80%, overcast/mostly cloudy, 2pm) . at a warmer temperature than when they complaining about "heat" (26C, 80%, sunny, 7am)!
I heard something like this recently: 30C being "twice as hot" as 15C

Half the boiling point (186.6 K) of water at 1 ATM is only 2.6ºC/K warmer than coldest official recorded air temperature on Earth (184.0 K), so Earth's record cold is the true "almost half boiling point"
Or even more ridiculous like "15% warmer" which I saw on a City-data post last year

And... 30 °C is not twice as hot as 15 °C.
It's like saying that someone who's 1,60 meters tall is twice as tall as someone who's 1,55 meters tall, just because in your scale 1,60 is 10 and 1,55 is 5.

40 °C is not almost half water boiling point. Half water boiling point is -86 °C.

This is not a "dumb saying". It is the truth. When it's 80 degrees with 90% humidity you are not going to feel comfortable. When it's 80 degrees and 25% humidity you will feel fine. I know I live in SW Florida. The same reason people say Phoenix is "hot, but it's a dry heat".
There's a scientific reason why higher humidity makes us feel uncomfortable but I'm not going to look it up right now.

While it's true that NYC will never be mistaken for Florida, New York city can have winter months that are not particularly cold. This past December, New York had the same average high as Perpignan on the border of France and Spain. Meanwhile, the warmest January and February had the same highs as what you could expect in Virginia. In comparison, in its coldest months NYC had about the same average highs as in northern New England. So while New York City is still chilly even when it's above average, it could still have winter months reminiscent of southern France or Virginia. I think most people would agree that a winter in Norfolk or Toulouse would be much more pleasant than in Burlington or Manchester
