Most of Europe actually does get hot though. Just not Ireland or Iceland.
Depends on your definition of hot. It was 33C on 1 July last year here - some will consider that a rather hot temperature while others will consider it very warm. Didn't feel too bad to me actually. I've never really liked heat but I tolerate it fairly well. Using the bus was the most unpleasant experience. Was still 21C at 1am, with a nearby storm (possibly a supercell) with lightning every second. Was quite nice, if just for the novelty.

I'd say 30+ is hot. Every country in Europe will see that every year, apart from Ireland and Iceland.

For Leeds Weather Centre the average number of days above 30C a year is 1.3, so we seem to get it more years than not. We had it in 2011, 2013 and 2015, but not quite in 2014 despite both June and July being warmer and sunnier than normal. We had it almost every year from 1989-2006 (highest in that time being 34.4C) but 2006-2012 it became hard to achieve due to the high number of crap months. Late June 2011 reaching 31C was the outlier there, that summer as a whole was very disappointing.
Most of Europe gets fairly warm summers for the latitude, so I don't get the "it doesn't get hot there" argument.
Looking back on it, Moscow didn't get too many 30c+ days. When we came to the US we were shocked by the summers here, even though that summer was kinda cool by NYC measures
This was probably mentioned, but I hate when people say "only in (insert location)" in reference to something that happens everywhere else.
