I think the recent consensus is that it is a true monsoon in every sense of the word. Here's the wikipedia article and the the main reference from it. Essentially it's a seasonal wind change driven by differential heating of the atmosphere over land and water.
Not a true monsoon in that there is no reversal, like in the Indian continent. That's cool that they call it one now.
