The cities have to pay for their own roads in ND. The small ones with little tax income have dirt roads.
The State only has about 700,000 people in an area about twice the size of the entire UK. There just is not enough tax dollars for the state to pay for all the roads.

This is not a city booming with traffic. You seldom see a car driving down any street. We are off the Beaten path, 25 miles to the nearest major highway and not on any main route. The Biggest traffic is at lunch time when 10 or so regular customers come to the local cafe.
At the most only about 10 cars per day travel through the roads in Marion. Twenty Five cents per car would generate about $75 per month, not even enough to pay the book keeping for collecting the money. We have more non-running cars abandoned on the sides of the roads than running cars here in town.
Roads are expensive, it costs about $5 a linear foot to pave a single lane road by an independent contractor We have about 35,000 feet of road in the city limits That would come to $175,000 just to have the roads paved. To pay for the road over 10 years we would have to raise 17,500 per year, about $50 per day or $5 per car per day. Most of us would walk to the post office before paying $5 to drive to the post office.
And that would not even cover the upkeep for paved roads. At one time when Marion was larger the roads were paved, but the ND winters are very hard on paved roads and without constant maintenance the winter freezes break them up. The paved roads have to be repaved almost every year.
There are not enough people in the town to raise that much money or to pay the annual upkeep for paved roads.
