0.3 m= 0.01 inches of rain - if that's enough to cause consternation (I had to google it to find what it meant), the 10 mm (0.4 inches-I also googled the translation from metric as well) must have caused absolute panic and terror to the 10th degree- back in 1918, no radio, TV, phones, or any form of immediate communication from the outside world existed so they must have huddled in horror thinking it was the apocalypse).

based purely on climate i would take Arica .I just couldn't handle 100f plus heat for months on end with the prospect of frost in the winter. however if we are comparing everything the cities have to offer I would go with phoenix as I would lose my mind in a town of only 200k.

Calama-Phoenix would be a more interesting battle as Calama is still hyper-dry (5.7 mm/year) and very sunny (prob. above 3300 hrs/year).

I am surprised at your choice- for someone who enjoys both hot, humid weather and heavy, tropical rains, wouldn't you feel like you were living in a room temperature domed colony in Arica? Phoenix has winter temperatures on par with Orlando- not even that much of a stretch for someone from Miami. It also has a monsoon season which is nothing compared to Miami's rainy season but at least you'd still experience humidity, heavy rain, and t-storms a few days a year.

BTW-In your opinion, if you flew someone from Arica to Miami in summer and they saw a typical Miami summer thunderstorm upon walking out of the airport, would they A) Have a heart attack and die immediately or B) Freak out, run back into the airport and take the next flight home or C) Stand and watch in shock, fear and terror for a while but accept some comforting from locals who lend them an umbrella and then manage to take the cab to their hotel after the rain lets up or D) Run out into it, very excited and thrilled to experience heavy rain, thunder, and lightning for the first time in their lives? WDYT?

D) as I am sure anyone would if they only been in Arica

This is a really tough one for me. Arica's temps are almost perfect whereas Phoenix is horrible five months per year. But Phoenix has such a huge sunshine advantage that it's hard to pass up.

I think I might have to go for Phoenix. The thunderstorms give it the edge, plus I think I'd rather enjoy the summer months with the right adjustments -- speeding through the desert scenery by day in my air-conditioned Corvette then going home for a late-night pool party.

I think they'd like it for the novelty rather than be scared. After all, they've most likely seen rain many times before in TV shows / movies, so they know that it's generally benign.

You'd like the Calama sunshine but the nights would be much too cold for your taste.

Phoenix. Arica is too cloudy, boring dry, no storms and is absurdly cold for the latitude.
