Definetely Moosonee, although Rio Gallegos has almost perfect summer temperatures (July in Moosonee is a bit too warm for me). But Moosonee has almost perfect winter temperatures... Precipitation should be higher at both locations.
RÃo Gallegos. I like the cold but Moosonee's winter is quite a bit too much for me, although I wouldn't mind a visit of a couple of days there in the winter.
RG's winters are cold at the right level for me, I guess.
Also, 80 days of snow is a bit too much vs RG's 10 or 11 days.
While I'd like some subfreezing temperatures and some snow in winter, Moosonee is WAY too cold for me.
Rio Gallegos it is as temperatures are perfect (I rate it as a B climate, would prefer more snow in winter, more rain year round).
Moosoonee is a D climate due to it's extremely cold winters.
Rio Gallegos has nice temperatures year-round. It even has slightly cooler summers, which is a plus. I'd love to live in place whose summer feature an average low of 46F in the warmest month. Always great for sleeping, unlike our often 70F+ summer nights. Its winters are slightly milder than ideal for me, but at least it's below freezing enough for at least occasional snow. The only downside is its climate seems more boring than Moosonee's, but I'll take comfort over excitement.
Actually, I'm not so sure now after having read the wiki page for RG more carefully:

That really turns me off. Moosonee has really severe winters but an overcast 10 C with 50 km/hr wind doesn't seem much better. Plus the extra 400 sunshine hours could quite possibly tip the scales in Moosonee's favour for me. I really don't know.
RG, because Moosonee's summers are too short, too mild, and winters too severe.
