Alert. Dallas looks awful most of the year. Plus Alert is not all THAT bad. Average highs are only -21F in February. Compared to Oymyakon it's nothing.
I'm not saying that -21F isn't cold (I think it's very cold), just that there are much worse places in winter than Alert. Like Oymyakon or Verkhoyansk.
Both of them are F climates for me, but I will take Dallas in this one.
