Kiruna is closer to the gulf stream than Rovaniemi.

Kiruna

Very beautiful countryside with Sweden's highest mountains nearby.

TV reality show The Amazing Race filmed episodes there, very nice, lots of snow.

Kiruna lies 400 meters higher and a few hundred kilometers further north than Rovaniemi so it's not surprising that it's colder there. The averages are certainly not wrong.
You can compare it to these:

Kiruna's averages were wrong before but I fixed them.

Average summer highs were below 10C.

Haha, the same IP had vandalized in March Stockholm's averages that it should have an average high of 32C in July and a record high of 46C. Yeah, right. A record low of -42C in February as well. At least this guy was clever enough to change the mean temps as well. The previous vandal which I reported changed only the high and lows, leaving very suspicious mean temps.

Both are execrable but Kiruna appears more tolerable. Norilsk looks unliveable to me - average highs of -23C in winter with record lows below -50C and average highs still below freezing during May
