No AC here, never required. Without heating, in summer, typical house temperatures are 12-16°C. Computer room temperature right now is 15.5°C, warmest in the house.
At about 25-26C is when it starts to get sticky inside the house. Remember, warm temps inside a small, enclosed environment with no movement of air is a different kettle of fish to the fresh air outside.
My aircon died over summer and the highest it got inside was 34C.

Depends on what I'm doing. If I am looking up porn in my room, where there are plentiful powerpoints a fan will suffice, but if I am drinking beer, eating burgers and watching Family Guy on the big screen, it would require intensive labor to take the fan to the room, aim it at my face and plug it in (and that's if there is an available connection - which is rare, coz my TV, cable, fish tank, DVD player etc all take up the powerpoints) an A/C makes life easier. With the A/C, all I do is press one single button, while the time wasted futzing with a fan could be better spent drinking beer, eating delicious home made burgers while watching Family Guy.
I don't have AC although about 90% of households have one here. AC is pretty much a necessity in more modern day homes, I live in a fairly old house with 4 very large eucalyptus trees to the north though so its design and situation is a bit more accommodating to the conditions. It does get a little uncomfortable on the hottest nights but easy enough to get to sleep with a fan.

In Perffffffffffffffffffffffffffffffffffffffffffffff, a lack of A/C will mean heat stroke. In Melbourne, a lack of A/C will mean lower power bills.
Perfffffffffffffffffffffffffffffffffffffffffffffff fffff is still a dud place though.... can't even go shopping there after finishing a 10pm shift. What the hell is that?
Well ya never know, it might be a simple maintenance call. If dirty coils are the problem, you can clean the coils yourself with instruction and proper supplies but it is a bit of a pain.
