Vancouver has a similar summer to here and sea water in a situation like that could be anywhere from 20-30C/68-87F. It's all dependent on sunshine though.
Certainly more people are actually in the water (without wetsuit) on a sunny day. That pic that nei posted is of Kitsilano Beach and usually the warmest the water gets there is about 17-18C in late August. Further out in Burrard Inlet it's usually about 14C.

Okay, that's a bit cooler than I had thought.

Does Vancouver have tidal inlets, with large areas of ground exposed at low tide? That's another way in which the water gets warmed.

On some beaches there are small tidal pools which are quite shallow and are exposed at low tide. When the sun is shining these pools can get quite hot and can feel like you're almost sitting in a hot tub. I once fell asleep in one on a sunny summer afternoon I was so relaxed and got completely burned.

Vancouver summers are sunnier than anything in the UK, and with the slightly lower latitude, a higher sunshine %. Possibly less frequently rainy, too, July and August both average less than eight days of rain per month.

Vancouver's summer weather, while very nice (70sF), is more like spring, and kinda boring. I would choose NoLa for the thunderstorms, and the summer weather there is more reminiscent of the tropics.
