The lowest daily maximum temperature recorded in Portsmouth is -5.5C in January 1987.

-2.3°C January 8, 1985. Most likely the only subfreezing high ever recorded because every other day in the year has a >0°C record lowest daily maximum temp, so if another day ever had a subfreezing high, that would've been on another January 8 but I doubt that. Second coldest I can find is 1.9°C on February 6, 1991.

Just disgusting, I'm glad I wasn't around during any of this.
NYC and Chicago have pretty similar climates but our extremes are greater here in both winter and summer

Chicago/O'Hare: -11F/-23.9C on December 24th 1983 and January 19th 1994
Chicago/Midway:-11F/-23.9C on January 19th 1994

The north and west suburbs away from Lake Michigan have seen even colder maximum temps for example McHenry-Stratton and southwest suburban Joliet recorded -15F/-26.1C

I'd assume lowest minimum. It's by the water, and not Siberia or something similar.

I'm curious, Are you in Portugal? If so, that location must be at a high altitude to have those record lowest daily max temps. Or am I missing something? Especially those in the summer. And especially considering the presence of the Gulf Stream, which tends to stabilize temps.

As for Buenos Aires, the lowest daily maxs are not really impressive.

Dec: 15.9 (60.6 F) C in 1911

Helsinki had a max of -32.5C on 9 Jan 1987, -31.7C on 10 Jan 1987 and -30 on 12 Jan 1987. On those days, there was only about a 6 degree temperature difference between the max and mins.

3C was the coldest I could find. That was in 1974 and is the only day to have an average below 0C. There is one day of 5C, which is the next coldest. On average 4 days a winter get down to 10C or colder.
