-8C / 18F was the maximum on 12 January 1987 at Leeds Bradford Airport, -5.7C / 21.7F at Leeds Weather Centre, -5.6C / 21.9F at Church Fenton.

For Paris-Montsouris: -10.5°C/13.1°F in December 1938
For Orly airport (wasn't around in 1938): -10.8°C/12.6°F in January 1985 (-10°C/14°F max in Montsouris that day).
Not my city, but the coldest in Paris basin is probably Reims (120 km ENE), with a -15.1°C/4.2°F maximum in January 1985.

Just wonderful, I'm sad I wasn't around during any of this.
