Makes zero difference to me really. Because in both climates, I'd be indoors in climate-controlled rooms 100% of the time. Not even sure if either one would have anything interesting to look at outside, given the temperature extremes.
Ad. You can at least walk outside in the shade there at any time of year, but if you tried to walk outside in Pergium, even in direct sunlight, you would freeze to death within 2-3 hours - regardless of what you were wearing - outside of the 'summer'.

Yes, but you'd have to seriously keep outdoor time limited and all cars must be parked in air conditioned garages. Underground subways will be common place as well. Being stranded outside in the sun can be lethal so precautions must be taken in Ad as well. But not as lethal as Pergium in winter.
