Murmansk could be 3rd with 3.8c average high temp
the 100k requirement gets rid of many colder towns
the coastal city of Jizan in Saudi Arabia has an evg high of 35.8c (pop 100,694)

The three coldest will all be situated in Russia... but since there are pretty many big cities even in the far north there, it's not that easy to figure out, which three are actually the coldest... Magadan, Russia has an annual average high of 0.0°C, but it has only 95k inhabitants... but I'm pretty sure there is a third city, which is colder than Murmansk
