It depends on what is considered a jacket.

I only wear a jacket for skiing, and don't own a non ski jacket.

I'm with Joe... depends on definition. I wear more than a ski jacket, but mostly to keep precipitation off me (rain jacket). Needs to be below freezing and windy for me to wear more than a flannel shirt. Even at freezing, depending what I'm doing, I might just be in a T-shirt (snow-shoeing, chopping wood, or otherwise burning calories). Just between house and car, car and business? A shirt is plenty in all weather.

For me, my jacket is a north face down jacket, mid thigh length with a hood.
