I pick Washington D.C. just because the risk of tornadoes is far lower.

Ugh. Those two awful months. The National Arboretum, away from the moderation of the Potomac, was 0.4F warmer for an average max in July 2011, and went up to 94.6F (34.8C) in July 1999.

Also STL has seen a few tornadoes touch down within city limits; D.C. only one.
