If Oslo does have an average high of 22C, then it's warmer than most of the UK, definitely, and maybe most of England. Even the June average high of 20C is warmer than a good chunk of England - certainly warmer than here. Oslo is around the same as Yeovil in June and July, but cooler in August.

Most of the southern and eastern parts of England average 22C in July. Most of these places will also reach 22C in August too. June is very similar though I agree.
