No, with any altitude. However, only out of places at sea latitude would be interesting for me as well.

30N doesnt even include California or northern Texas. So I have to say its going to be Mexico somewhere like Chihuahua

It'll just be the high altitude place that has a weather station — either Andes or Himalaya.

It will be china or mongolia. Extremely cold for that latitude in china. I think i found somewhere at 25n in china with 5c highs.

The coldest places that are found between 30N and 30S and that are at/near sea level are those along the coasts of northern Chile and Peru - thanks to the cold Humboldt current as well as subtropical air masses and the Andes.

Everest is below 30N, so maybe whatever the highest weather station is in that part of the Himalayas (8 other peaks above 8000m there)?

Among major cities, Lhasa is likely the coolest.

Ojos del Salado is the tallest peak in the Southern Andes. Huascaran is also very tall, and while closer to the the equator it seems to be more snow covered.
