Sacramento pretty easily for me.

Summers, while still hot, aren't quite as hot and don't last quite so long. Summer nights are also much cooler in Sacramento, making the daytime highs more bearable.

Also, less rain and rainy days. And a better precipitation pattern.

why does Sacramento have so many palm trees while being coldr than Austin and Austin has almost no palms at all?

Record lows are much colder for Austin, it's more prone to cold snaps.

Sacto has cool summer evenings and lower humidity. Austin a little better in winter but Sacto overall is easily better imo.
