Surely high elevations in Central Asia should be just as prone to cold summer temperatures as similar elevations in the American Rockies?

That's possible, but if lower temperatures have ever been reached in July in an inhabited place in the Northern Hemisphere (maybe that's better than saying "at low elevations"), they have not been recorded by reliable instruments. However, I believe that in most European countries, including Italy, there are inhabited places that have reached <0°C temperatures in August, but why did you mention it?

Indeed, a place like Livigno must have recorded pretty chilly summer temps given its averages.

I think so too, if we exclude Malta and Cyprus.
Even in Portugal, and only considering the data for the 18 district capitals from 1971 to 2000, there is a 0.6ºC July value in Viseu and and a 0.0ºC August value , a city located at 443 meters of altitude, so I believe at least -2ºC where recorded in some inhabited place at higher altitude (there are some villages at 1000-1300 meters)

Because if -3c can be reached in ireland then far lower can be reached in greenland.

In fact, in August -15° have been reached on the Greenland coast and that's also the northern hemisphere record (always excluding ice caps and very high elevations).

@Rozenn: in Livigno freezing temperatures have obviously been reached during summer, but they've also been reached in August in places at far lower elevations. Even in the airport of Milan temperatures under 5° have been recorded in that month.

The Northern Hemisphere record low for August at low elevations is -18.4 C at Kap Morris Jesup, Greenland (elevation 4 m).

The new record low for July is -33.0 C at Summit, Greenland on 4th July, 2017. GeoSummit may have recorded a lower temperature that day, but the data is not available yet.
