The list is probably incorrect, since you have to pay for data about smaller stations. I only remember about Montgivray and Brétigny. Btw, as Mouthe holds the candle for the coldest every year, I've put the second coldest weather station too.

2012 so far
coldest: -20.5°C @ Mouthe (February 2) / -15.8°C @ Rodez (January 17)
warmest: 39.3°C @ Carpentras (July 27)

2012
coldest: -25°C @ Mouthe (February 6) / -20.8°C @ Le Puy (February 5)
warmest: 42.3°C @ Montgivray (August 18)

2011
coldest: -15.9°C @ Mouthe (January 4) / -11.6°C @ Le Puy (December 20)
warmest: 40.4°C @ Moutauban (August 20)

2010
coldest: -25.4°C @ Mouthe (February 1) / -20.6°C @ Brétigny (January 8) 20 km south of me
warmest: 41.1°C @ Montauban (August 26)

2009
coldest: -23.7°C @ Mouthe (February 15) / -18.2°C @ Dijon (December 20)
warmest: 43°C @ Figari (July 23)

Lots of heatwaves in late August recently, very late in 2010. 2009 was close too with the August 19 Spanish plume.

I said -12.2C, but this article says -12.1C:

Weather News - Record low in central Tasmania 'like walking into a freezer'

Thredbo in NSW has been the next coldest, but the monthly records show a completely different temp to the article.

Finding this sort of information for the entire United States would be a daunting task, so I'll just do my state.

New York, 2013 (so far):
Minimum Low: -35.6°C (-32°F) at Lake Placid
Maximum Low: 30.0°C (86°F) at New York City

Minimum High: -20.0°C (-4°F) at Lake Placid
Maximum High: 37.8°C (100°F) at New York City

*I only used official stations, I have no doubts that there have been warmer (interior NYC, etc.) and cooler (Mt. Marcy, etc.) temperatures in the areas in between.

The max/min lows have a spread of 119°F / 66°C (), I find that quite impressive considering New York isn't one of the larger states.

I would've liked to do more years but searching through dozens of stations is just a lot, I wish the information was readily available, but it isn't.
