What threshold do you consider Plowable Snows? (inches, East, Boston)

A tweet brought up an interesting question. When you hear the term "plowable" snow how much do you think that means?

I've always heard there needs to be a few inches before they can even plow it, so I'd say at least 3 inches.

I've seen a few old coots using a snow thrower on maybe an inch of snow. One wasn't that old but a worker for some business. I'd just grab a shovel and push the snow off.
