With no wind I would say:

T<13c/55F - After a while I start to feel a bit cold in the shade
T>19c/66F - After a while I start to feel a bit hot in the sun.

Therefore my optimal range is 14c - 18c (upper fifties & lower sixties).

Probably anywhere from 55-65F, but that's kind of a loaded question for me because I burn easily. If the sun is directly on my skin, I'm not comfortable for very long at any temperature.
