According to wiki my city's hardiness zone is 8b. but I dont understand the description of hardiness zones.
If hardiness zone means a city's ever recorded low temperature than wiki is right. Istanbul's ever record low temperature is -6,8c on 28 Januray 1969.
If hardiness zone means a city's general average low temperatures that can be seen in a year then Istanbul's hardiness zone is 9b.Temperatures below-2c is rare.(According to Turkish meteorological services.Istanbul's average low temperature is in -1,1c to -3,8c range.)
You have not properly done your resarch, have given partially correct and incorrect information and omitted additional official information from the Turkish Meteorological Office.
According to the Turkish Meteorological Office Istanbul's plant hardiness zones are 9a and 9b, and not just 9b. The hardiness zone for 9a is between 3.9 °C-6.7 °C and for 9b is between 1.1 °C-3.9 °C. According to past statistics temperatures below -2 °C are not rare, but temperatures of and below -5 °C are rare. (Furthermore Istanbul's lowest ever temperature is -16.1 °C recorded on 9 February 1929, and not -6.9 °C. The second lowest ever temperature is -13.9 °C recorded on 17 January 1963. And the third lowest ever temperature is -10.8 °C recorded on 28 December 1941. The European part of Istanbul's (both northern and southern coasts) hardiness zone is 9a, the southern coast of the Asian part of Istanbul's hardiness zone is 9b and the northern coast is 9a. The northern half of the Bosphorus' hardiness zone is 9a and the southern half is 9b.
And flamingGalah! has already corrected you, that "Hardiness zones are not worked out from record lows, but from an average of yearly absolute lows over a 30 year period."
6a/5b border here. The airport frost hollow is like exactly on the border since 1988, but the actual city is more firmly 6a. For longer/earlier periods the airport is more firmly 5b and the city more bordering 6a. The city square is most likely 6b.
Tavelsjö is 4b though since 1961, though a few years are missing. Brrrr...
Since 2002 (with 5 years missing), they managed 5b though. Overall I'd say borderline 5a/4b.

How come you have so many large broad leaf trees there like elms and oaks that barely even exist here naturally? I get that your growing season is stronger but still
