The annual average low is similar to Chaves in Portugal, //www.city-data.com/forum/weath...rtugal.htmlbut but Chaves never had an absolute minimum as low as Anshan's average low for January, and never had a minimum temperature as high as Anshan's average in July (20.7ºC is the highest minimum ever recorded in Chaves)
