Minneapolis' winters are cold and snowy. Torshavn's average lows don't even go below freezing, and darkness doesn't make it wintry. Torshavn is really just an inifnite dark, rainy, cool; Minneapolis has 5 months of true snowy winter.

My definition of a true winter month: Below freezing low, and at least 2 snow days.
(Mine has none by that def )

Minneapolis of course. Torshavn just sucks all year round. It is a hell!
