Saint Louis' climate. Reykjavik's climate is not really good for fall colours, because there wouldn't be many trees that change their colours. Cool and gloomy summers are one of the worst features against plant growth and that's why places like Iceland, Fær Øer and Northern Scotland are naturally treeless.
That doesn't mean that in Iceland fall colours can't be seen: they are seen on the shrubs, like in many areas in Lapland, but it's totally different from the kind of "fall colours" we are used to think about.
There are indeed trees in Iceland, but most of them have been planted for recreational uses.
Hell, we have lots of trees in Saskatchewan and we don't have much of a fall. We go from summer to a brief transition season when the trees turn a sickly yellow for one week, and drop their leaves over the next week. Then the flurries fly and winter arrives. Fall? That's the season temperate locations have the luxury of experiencing.
