For Zagreb, it's May. Great temperatures, precipitation and sunshine, while the vegetation is at its greenest.

May, June, July, and August. They're the only months when it's hot and humid.

January, February, May, April, October, November.

January and February are the core winter months - best chance of snow, frost, and February can feature some interesting diurnal ranges with pleasantly mild, sunny days too, which I enjoy occasionally. April is usually the month when everything properly comes to life. May is the sunniest month but also has very pleasant temperatures. October and November feature stunning foliage.

December. Only a little warmer than January and certainly darker and often rainier/snowier. December 2010 was the best month of my life so far... close to 1 m of snowfall and a snow depth of 40 cm (almost every day had a snow cover)... almost no sun.. just awesome.

Nothing beats Southern Calif beaches in October. The crowds are gone, the days are still warm, and the sun makes beautiful shadows and golden casts on the sand.

If December got more snow, I'd probably pick it too, but it's not as reliable as Jan or Feb.

well, here where I live December is definetely not warmer than February (especially in recent years). It's basically pretty much the same, while January is of course a little cooler.
