The future of mankind would be in great peril if the continent were flipped. Other than the oceans, the biggest area where carbon dioxide is converted back into oxygen is the Amazon basin. If that rain forest were much further south, the cooler climate wouldn't support the biomass and it would cease to exist. The photosynthesis conversion factory would disappear. We're so freaked out now about global warming. Just think what would be like without the Amazon Basin rain forest.
You'd probably start getting a bunch of hurricanes too. Maybe? That part of Africa probably isn't big enough to generate easterly waves of any significance. But even a small one would pick up a lot of energy once it rolls over the hot eastern Atlantic and could very likely grow into pretty big storms.

Not necessarily, the Amazon basin would probably be replaced with a taiga which is definitely a carbon sink. The southern areas on the western coast would still be temperate rainforest I imagine with a lot of biomass...
