From TuTiempo.net (I calculated the averages myself):

Buenos Aires: 46.4 (28-year period)
Bariloche: 3.6 (33-year period)
Mar del Plata: 36.2 (35-year period)
Ushuaia: 0.5 (17-year period)
Córdoba: 55.6 (38-year period)
Mendoza: 27.4 (38-year period)
Puerto Iguazú: 75.9 (27-year period)

Puerto Iguazú is on the northeast corner of the country, close to the Iguazu Falls (by the "Triple Border" Argentina-Brazil-Paraguay).

Thunderstorm? What's that? When it happens in California, it freaks people out. They don't know what's going on. They think maybe it's an earthquake, or something.

It appears to be 3-4:

Weather and climate change - Met Office

The west of Scotland is in the <4 range, but there's a very small bubble in the city centre of Glasgow which is in the 4-6 range (probably only 4). I'm not in the city centre, so it's probably about an average of 3.

However, we sometimes get thunder without much rain. Proper thunderstorms are very rare, although I experienced on today whilst out driving in Stirling.
