Hello flamingGalah, Washington DC has not the climate of Chicago to be frosty in winter.

Madrid is almost the same than DC in winter months, but the rest of the year Madrid is much sunnier.
What surprised me is Washington DC receives 1007 mm on yearly average rainfall with 2528 hours of sunshine, whereas Madrid receives 436 mm with 2769 hours of yearly sunshine.

It shows that most of Europe is more likely to cloudy weather than most of North America, even considering cloudy weather in Europe not neccessarily bear rainfall.
For example, some European gloomy cities such as London or Amsterdam receives less rain than Washington DC.

DC rains are short and heavy especially in the summer, in London or Amsterdam when it´s rain, it´s a very long drizzle every day contributing to a low sunshine with a low annual rainfall.

Madrid wins easily.

DC heat + humidity sucks. Its too much to handle even for a warmth lover. It feels more like 90 F every single day, and nights seldom cool down to comfortable levels. During heat waves with humidity, low temperatures could surge into the 80's . You can see the heat during extreme heat periods in DC. Even though it gets just as hot in Madrid, you get some relief at night. Weather data for July 2012 in DC & July 2013 in Madrid:

DC:
Washington July Weather 2012 - AccuWeather Forecast for DC 20006

Madrid:
Madrid Month Weather - AccuWeather Forecast for Madrid Spain

DC Heat + Humidity:

You need an AC in DC (electrical engineering pun ). During next year's heat wave, who knows. DC could have 90 F lows with 85 F dewpoints
