That's a pleasant July here in NJ. Here are our July temperatures this year. Lows very close to 80 F (26 C) can and do occur with intense humidity. :

NYC on the other hand has heat island effect+higher humidity. Lows above 80 F occurred for 3 straight days this July:

Sorry, that data was from a refinery area. I edited the data source to provide more accurate comparisons. During the summer of 2011, the same location recorded a low of 86.1 F at 7 AM, which was clearly not the case. The actual low was 81 F.

According to Weather Underground, the low reached 80 only twice in the past 10 years in Alexandria. It occurred in 2008 and 2010. Although the lows during the summer do tend to hold steadily in the 70's throughout much of the summer, occasionally getting into the 60's.

I selected once every decade, though probably even more rare.
July 2011 one night had a 80F low.
Summer lows in the 70s occur often.

Lows 80F or higher have happened 3 times, most recently 81F in 2012. Highest is 83F. 65 years of data. A station located in the city (compared to the airport on the fringe) had 6 times between 1905 and 1968, lows average a bit higher. Once a decade at most.
